LISBON — In Columbiana County Municipal Court, a case was bound over to the county grand jury against Jerry Granberry, 42, Youngstown, charged with third-degree felony compelling prostitution, fourth-degree felony attempted, fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution for allegedly responding to an ad placed on a known prostitution website by an undercover Mahoning Valley Human Trafficking Task Force agent and soliciting sexual conduct from an adult female and 15-year-old female in exchange for $180. He arrived in East Palestine on Oct. 6 for the meeting with his cell phone used to make the arrangements.

A case was bound over to the county grand jury against Tammy Sue Merriman, 51, Martha Street, East Liverpool, charged with fourth-degree felony receiving stolen property for allegedly having a vehicle in her possession on Oct. 5 in East Liverpool that had been reported stolen out of Strongsville.

A preliminary/pretrial hearing was set Oct. 20 for Charles McQuillan, 63, West Woodland Avenue, Columbiana, charged with three counts of fifth-degree felony aggravated menacing and misdemeanor public indecency for allegedly making multiple threats to law enforcement and threatening to kill them on Oct. 12 after he was arrested for public indecency in Columbiana. The public indecency charge stemmed from a complaint of a man walking down the street with his private parts exposed and urinating while walking.

A preliminary hearing was set Oct. 20 for Dennis Scott Bischoff, 35, state Route 165, East Palestine, charged with disseminating matter harmful to juveniles, a fifth-degree felony, for allegedly taking a photo of a 15-year-old female at an East Palestine business Sept. 18 then calling the business to find out her phone number and sending her obscene material.

A preliminary hearing and pretrial was set Oct. 31 for Steven W. Watters II, 44, Elk Avenue, Lisbon, charged with receiving stolen property, a fifth-degree felony, as well as misdemeanor counts of OVI first offense, OVI refusal with prior within 20 years, unauthorized plate and parking on a highway following a traffic stop in Salem Township Oct. 8 in which the plate on the vehicle was reported stolen.

A pretrial was set Oct. 20 for Margot McHenry, 20, North Shady Lane, East Liverpool, charged with domestic violence for allegedly punching another woman in the face and back of the head and grabbing her by the neck, throwing her on the couch and beating her with a set of keys on Oct. 5 in East Liverpool.

A pretrial was set Oct. 20 for Herbert Jones III, 34, Midland, Pa., charged with possession of drug abuse instruments for allegedly possessing an eyeglass case full of hypodermic needles stuffed in his pants during a traffic stop Oct. 14 in St. Clair Township. A burnt spoon with residue was also found in the vehicle. He was also fined $200 for driving under suspension and a turn signal violation. Jones also waived extradition to the state of Pennsylvania as a fugitive from justice.

A pretrial was set Nov. 29 for Angelique Zeyer, 34, Marble Road, Kensington, charged with theft for allegedly failing to scan $146 worth of merchandise and leaving without paying at Salem Walmart on Sept. 9.

David Talbott, 31, Henry Avenue, East Liverpool, was fined $150 and sentenced to five days in jail, with credit for two days served, for criminal trespass for being inside a condemned home on Henry Avenue, East Liverpool on Oct. 11.

A pretrial was set Dec. 1 for Karen Ann Runkles, 39, East High Street, East Palestine, charged with disorderly conduct for allegedly shoving and doing a choke hold on another woman on Sept. 26 in East Palestine.

A pretrial was set Nov. 29 for Ian Wellington, 50, Fife Coal Road, Wellsville, charged with two counts discharging a firearm on or near a roadway for allegedly target shooting with an AR-15 .223 caliber rifle and hitting a nearby house on Fife Coal Road, Wellsville, on Dec. 5, 2020.

A pretrial was set Nov. 28 for Lisa Young, 48, Grant Street, Lisbon, charged with operating a vehicle under the influence of alcohol or drugs first offense, OVI breath first offense and traffic control devices.

Christopher Ellis, 29, Eastview Drive, Salem, was fined $925 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for physical control, amended from OVI, and marked lanes. His driver’s license was suspended for one year, with driving privileges granted and he was ordered to perform 20 hours community service.

A pretrial was set Nov. 17 for Tommy Hancock, 55, North Market Street, Lisbon, charged with OVI first offense and OVI breath first offense.

Brandon House, 27, Whinnery Road, Salem, was fined $200 for driving under suspension and failure to control.

Richard Davidson, 37, Water Street, Salineville, was fined $100 for intoxication for an incident July 6, 2019 in East Liverpool.

A pretrial was set Nov. 22 for Kirk Susany, 54, Canfield, charged with traffic control devices.

Tyler Mulneix, 27, Youngstown, was ordered to pay court costs only for driving under suspension.

Daniel Cronin II, 49, Midland, Pa., was fined $150 for driving under suspension.

Ryan Powell, 39, Kane, Pa., was fined $250 for driving under suspension.

Jason Wymer, 24, Eighth Avenue, East Liverpool, was fined $100 for use of unauthorized plate.

A pretrial was set Oct. 17 for Michael P. Souers Jr., 35, East Fourth Street, Salem, charged with menacing for allegedly threatening to harm a victim and damage her car in Salem Oct. 12.

A pretrial was set Oct. 20 for Timothy W. Homan, 55, Grant Street, Lisbon, charged with domestic violence for allegedly throwing a beer can at and threatening to kill a member of his household Oct. 11.

A pretrial was set Nov. 21 for Tammy D. Ingledue, 59, South Main Street, Columbiana, charged with criminal mischief for allegedly lighting a small fire, defecating on the ground and discarding cigarette butts in front of an ex-boyfriend’s apartment in Columbiana Oct. 11.

A pretrial was set Nov. 21 for Kristey Armstrong, 40, West Main Street, Washingtonville, charged with criminal trespass for allegedly looking for scrap metal in a dumpster behind a Columbiana business Oct. 7.

A pretrial was set Nov. 28 for Benjamin Allen Persohn, 41, Campground Road, Wellsville, charged with theft for allegedly stealing 63 items worth $293.31 from a St. Clair Township business Oct. 12. In a separate case, he was fined $150 for driving under suspension.

A pretrial was set Nov. 29 for Matthew Rice, 40, Grandview Road, Chester, charged with failure to stop after an accident upon property other than a street.

A pretrial was set Nov. 29 for Dorothy A. Neishleb, 73, North Egypt Road, Salem, charged with OVI first offense and OVI breath .17+ first offense.

A pretrial was set Dec. 8 for James R. Stine, 70, Bentley Avenue, Newell, charged with OVI first offense and marked lanes.

Kevin G. Kisner, 42, Columbus, was fined to 30 days in jail (suspended), fined $300, placed on two years probation and ordered to complete 50 hours community service and substance abuse evaluation for possession of drug paraphernalia and open container.

Brian K. Wallace, 52, Osborne Road, Wellsville, was sentenced to 30 days in jail (suspended), fined $250, placed on two years probation and ordered to complete40 hours of community service and an anti-prostitution class for disorderly conduct amended from engaging in prostitution, with a count of possession of criminal tools dismissed.

Cody Mullins, 39, Dennison, was sentenced to 90 days in jail (suspended), fined $850, placed on two years probation and ordered to complete 20 hours of community service and an anti-prostitution class for engaging in prostitution, possession of criminal tools and possession of drugs.

Ronald O. Baker Jr., 50, Wood Street, Wellsville, was sentenced to 90 days in jail (87 suspended, three credited), fined $1,075, had his license suspended for one year, placed on two years probation and ordered to complete 20 hours of community service and substance abuse evaluation for OVI, possession of marijuana and marijuana paraphernalia.

Paige N. Baker, 27, Sharpsville, Pa., was sentenced to 120 days in jail (94 suspended and 26 credited), fined $350, placed on two years probation and ordered to complete 50 hours community service and substance abuse evaluation for resisting arrest and disorderly conduct.

Christopher S. Robinson, 39, Pritchard Avenue, Lisbon, was fined $350 for driving under suspension and a stop sign violation.

Devona L. Skaggs-Roberts, 42, state Route 45, Lisbon, was fined $150 for driving under suspension.

Tammy J. Martin, 50, Lake Milton, was fined $150 and had her probation terminated for driving under suspension.

Cody A. Staufenger, 30, Morris Street, Lisbon, was fined $100 for no driver’s license amended from driving under suspension, with a seatbelt violation dismissed.

David Michael Liptay, 21, state Route 14, Columbiana, was fined $50 for open container.

Shane LaFLame, 21, South Lincoln Avenue, Salem, was sentenced to 90 days in jail (19 credited), fined $1,050 for two counts of assault and aggravated menacing.

Kaleb Day, 21, Adams Avenue, Salem, was fined $150 for possession of drug paraphernalia.
